The Final Report of Study on Coastal Area

The coastal area of the Kingdom of Cambodia is one of the most potential economic poles among the three, Phnom Penh, Siem Reap province and Sihanouk vile province, which heavily contributes to the national economic development. Through the important of coastal area, the Ministry of Land Management, Urban Planning and Construction cooperation with the Japan International Cooperation Agency (JICA) spend sixteen-month study on coastal area, which from March 22 2009 through late July 2010. Finally, the final report of “The study on National Integrates Strategy of Coast Area and Master Plan of Sihanoukvile for Sustainable Development is completed with the handing-over ceremony of final report on March 22, 2011.

The handover ceremony of the final report is organized for the purpose of disseminating the result of the study on “National integrated Strategy of Coastal Area and Master Plan of Sihanoukvile for Sustainable Development” toward all members of Inter-Ministerial Committee and institutions concerned to check, provide feedback, and give recommendation before the report could be officially printed and publicized.

H.E. Im Chhum Lim, Senior Minister and Minister of Land Management Urban Planning and Construction, said that the study project is a good model which focuses on development and officials’ capacity both national and sub-national level in the field of land management by apply an approach of On-Job-Training and sharing experiences from Japan practice.

He added that the study on national integrated strategy of coastal area and master plan of Sihanouk vile for sustainable development which is ending in concrete result in with publications of final report such as the detail report in English Language of “National Integrated Strategy of Coastal Area and Master Plan of Sihanouk Vile for Sustainable Development”, “Master Plan of Sihanouk vile for Sustainable Development (target year 2003) with Kampot Municipal Development Strategy” and “Summary Report: Volume 1 and Volume 2” printed in Khmer and English.

He continued that this project comes after a study called “Phnom Penh-which is a Sihanouk Vile Growth Corridor Study”, so the study of the whole coastal area, which is a Southern-Development-Axis of Cambodia connecting to ASEAN, is a major regional planning study that contributes to socio-economic development, poverty reduction, employment growth, as this strategy may accelerate the quick increase of industrial sector, agriculture sector and tourism with balance, and harmonization of natural resource protection and coastal zone environment. “It is to attract both local and oversea investors”

“The study found a number of key interests and provided a strong supports for Cambodia to become a member of the World Most Beautiful Beaches Club, which schedule.” Adding to that, it plays even more important roles, from now onward, for bringing toward a balance between development and preservation along the coastal area.

H.E. Duch Wontito, Director General of General Department of Land Management, Urban Planning and Construction said that team work of the Ministry of Land Management, Urban Planning and Construction cooperation with the Japan International Cooperation Agency (JICA) start studied about national integrated strategy of coastal area and master plan of Sihanouk Vile for sustainable development from March 22, 2009 to the end of July, 2010, which is total 16 month.


He added that the study covers three main points: building national integrated of four province coastal area, which are Sihanouk province, Kampot province, Kong Koh province, and Kep province start from March to November 2009; set up master plan of Sihanouk vile and development strategy for Kampot province start from October 2009 to March 2010; and building official capacity start from March 2009 to March 2010.

Pen Sopheal, Director of Urban Planning Department said that the study of four province’s coastal area found the real potential of coastal area. In the coastal area have an axis which called coastal development axis, which connect Koh Kong province through national road number 48 and national road number 4 to Sihanouk Vile province and then connect to Kampot province and Kep province and then connect to Vietnam. It is an axis of development, which Sihanoukvile is the core of coastal area that lead team work to study another detail project of Sihanouk Vile. “After study, we found out the development vision of Sihanouk vile province for now to 2030 in effective and sustainable development. The study also found out that Sihanouk vile province has deep sea sport which can connect Cambodia to the world wide. It is also a potential place for industry, tourism and comfortable for relaxing and living,” he said.
