Community is Main Factor for Disasters

Phnom Penh, Cambodia (4 November 2010)

The South Asian and Southeast Asian Regional Country’s national coordinator conference held on November 2nd-3rd in Phnom Penh, organized by Save the Earth Cambodia and supported by Global Network for Disaster Reduction (GNDR) to discuss the project of “View from Frontline” to find a good solution for solving disaster in South Asian and Southeast Asian Regional Area.

Mr. Marcus Oxley, President of the Global Network of Civil Society Organization for Disaster Reduction said that when all counties can work together, disasters such as global issue, poverty issue, climate change issue and disaster issue will be addressed.

“It will be more effective way to address disasters if all countries cooperate in sharing experiences, agree and identify common problems and common solutions to make decision from local level till global level,” he said at conference.

H.E. Nhim Vanda, Senior Minister and First Vice President of National Committee for Disaster Management (NCDM), said that the View from Frontline (VFL) project is fact that the project reflects the views from the people who at the frontline in the community. The local government deals with the local community people and they are the frontline people as well”.

The project approaches undertake the research in countries and in two regions and globally that can give Cambodian government a hope to use this report as a good reference document for Disaster Risk Reeducation (DRR) planning mechanisms. Countries need some valuable support document, like the VFL report, that tells the facts from the local government and community situations.

“When I go to the fields or visit any locality, I always hear every thing fine and going well but my question is, if everything is going well then why the people are at risk? Why there are damage and losses. This is big question to me and to all leaders”, he said at the open ceremony. “I feel that there are answers that we can get from the VFL project. As you are NGO and independent from ministry, so you will find the truth and you will write the truth in the report.”

This report is the reflection from the frontline people and it is recognize the findings and reflections as true reflection.

“I hope that after this conference, all of you will go back to your country and undertake the planned research to reflect the views from the people who at the frontline. Local government officials are the frontlines staff of the country and the community people are the frontline people at all situations. They are the one face disasters and survive against the natural and man-made disasters”, he remarked.

It is noted that VFL project provide an overview of progress within participating countries at the local level, strengthen public accountability for disaster risk, increase dialogue and understanding between different groups responsible for reducing risk enhance civil society monitoring, and enhance civil society monitoring, research, analytical and advocacy capabilities.
