Regional Conference to boost economic integration

The aim of building the ASEAN Economic Community (AEC) is to promote free circulation of goods, services, capital and skilled labor although tariff reduction program and will be on track to meet our challenges such as non-tariff barriers.

“ASEAN should make further efforts to overcome all obstacles aimed at bringing to fruition the ASEAN Economic Community by focusing on the implementation of the ASEAN single window, trade facilitation, as well as measures identified by the ASEAN Economic Community Blueprint,” Samdech PM Hun Sen said at a regional conference on “The CLMV countries and ASEAN economic community 2015-bridging the development divide” organized by the Institute of Southeast Asian Studies, Asian Development Bank and Konrad Adenaue Stiftung on November 28-29.

The ASEAN region now has a population of more than 600 million citizens, with a combined gross domestic product of nearly US$ 2 billion marked by high growth and political stability, a growing middle income population endowed by enormous natural resources. “These endowments result in great potential for rebalancing growth from foreign to domestic sources, thereby promoting intra-ASEAN regional trade and internal growth and its economic attractiveness to external partners,” Samchech Hun Sen added.

However, the reduction of development gaps among ASEAN member states is a pre-requisite condition in order to ensure competitiveness and to achieve regional integration. Closing these gaps will require a lot of resources.

Such investment would not only boost productive potential but would also help in the fight against poverty by improving access to basic services such as electricity and clean water. It is important therefore that implementation of Greater Mekong Sub-region Program and the Initiatives for ASEAN Integration (IAI) be strongly supported by development partners and members of the regional community alike.

According to the ADB estimates, Asia Pacific countries need to invest about US$ 8 billion dollars over the next decade.

K Kesavapany, Director of Institute of Southeast Asian Studies, said that over the past decade, the CLMV countries have demonstrated sustained impressive economic performance, robust economic growth, persistent poverty reduction, intensive investment in infrastructure, and enhanced efforts towards physical and human capital build-up.

Nevertheless, the development gap between the ASEAN-6 and the CLMV countries remains noticeable, he stressed. “A level playing field between the ASEAN-6 and the CLMV countries is imperative to ensure that all ASEAN countries are perceived as evenhandedly enjoying the benefit of regional economic integration.

Even though a sever agreement toward AEC 2015 has been reached, many of them await ratification and implementation.

“Many of the ASEAN countries do not even have a competition policy in place,” he noted.

“Inadequate human resources and infrastructure, both physical and institutional, threaten the timely materialization of AEC 2015.”

Samdech Hun Sen suggested that all CLMV countries make serious strides in order to tackle some issues such as domestic resource mobilization to ensure sustainable growth, enhancing cooperation with development, private sector participation in all the initiatives, joint effort to improve market access to products originated from the CLMV countries, and collective work to generate support for initiative under multilateral frameworks.
